WHEREAS, the Individuals with Disabilities Education Act (IDEA) and the Rehabilitation Act both provide for transition services for children with disabilities to facilitate the child’s movement from school to post-school activities including employment, 20 U.S.C. § 1401(34) and 29 U.S.C. § 721(a)(11)(D); and

WHEREAS, the Oklahoma Department of Rehabilitation Services is authorized by rules promulgated by the Oklahoma Commission for Rehabilitation Services, O.A.C. 612: 10-7-244–248, and by the State Plan for Vocational Rehabilitation Services to implement the Transition from School to Work Program.

Purpose: This MOU specifies the roles and responsibilities of the parties as they work collaboratively to strengthen transition services for youth in the custody of the Office of Juvenile Affairs (OJA) by providing work experiences. This service is provided as a program through the Oklahoma Commission on Children and Youth (OCCY) called "Strengthening Custody and Transition Services." The purpose of the program is to provide transition school-to-work services for eligible youth in OJA custody through a partnership between OJA, OCCY, GCTC, and DRS (Parties).

Purpose: The purpose of the pilot program is to provide transition school-to-work services for eligible youth through a partnership between OJA, OCCY, Gordon Cooper Technology Center (GCTC), and the Oklahoma Department of Rehabilitation Services (DRS) (Parties).

Authority:

WHEREAS OJA is responsible for providing youth in its custody transition programs and services pursuant to 10A O.S.§ 2-7-50(d)(1)(f); and
WHEREAS, DRS is authorized by the rules promulgated by the Commission on Rehabilitation, OAC612:10-7-240-248, and by the State Plan for Vocational Rehabilitation Services to implement the Transition from School-to-Work (Program).
NOW THEREFORE, the Parties to this MOU agree to increase and strengthen transition services in the Central Oklahoma Juvenile Center (COJC) in order to increase youth opportunity for successful transition to adulthood through paid work experiences.
