Office of Management and Enterprise Services (OMES)
Human Capital Management is responsible for overseeing human resources services for the State of Oklahoma employees. Specialties include workforce planning and organizational development, employee benefits administration and management, classification and compensation, applicant services and testing, personnel assessment, recruitment and retention, wellness programs, employee relations, payroll and training and development. HCM also administers the state employee’s flexible benefits program and operates the policy and legislative services department within OMES.
